Section 57 of The Children Act CAP 141: Annual estimates

    

(1) Before the commencement of each financial year, the Council shall cause tobe prepared estimates of the revenue and expenditure of the Council for that year.
(2) The annual estimates of the Council shall make provision for all theestimated expenditure of the Council for the financial year concerned.
(3) The annual estimates shall be approved by the Council beforecommencement of the financial year to which they relate and shall be submitted to the Cabinet Secretary for approval and after approval, the Council shall not increase annual estimates without the consent of the Cabinet Secretary.
(4) No expenditure shall be incurred for the purposes of the Council except in accordance with the annual estimates approved under subsection (3), or in pursuance of an authorization by the Cabinet Secretary.
